India Cine Hub (formerly FFO), under the Ministry of Information and Broadcasting, serves as the cornerstone for India’s filming incentives. With an aim to streamline the production process and make India an attractive destination for international filmmakers, the ICH administers a range of incentives that cater to every aspect of the filmmaking journey—from pre-production to post-production.

Key Highlights of the Incentives:

Financial Reimbursement: International filmmakers can claim up to 40% of the qualifying production expenditure incurred in India, capped at INR 300 million (approximately USD 3.6 million). This substantial reimbursement significantly reduces production costs, making India a financially viable option. This also includes bonuses of 5% each for employing 15% or more Indian labour and for integrating Significant Indian Content (SIC) .

Co-Production Incentives: India’s co-production agreements, open up further avenues for collaboration. Through the International Co-Production Scheme, projects can receive a 30% reimbursement on Indian qualifying expenditures.

State-Level Incentives: Besides the central government incentives, various states offer their own packages, including tax exemptions, cash rebates, and subsidies on equipment hire. States like Maharashtra, Uttar Pradesh, Madhya Pradesh, Kerala, and Telangana have been proactive in rolling out these incentives, encouraging more international projects to shoot in their diverse locales.

India’s AVGC-XR sector is rapidly expanding, with state and Union governments introducing targeted policies and incentives to foster growth. Karnataka has approved its AVCG-XR Policy 3.0 (2024-2029), aimed at transforming the sector through innovation, employment generation, and export growth.

Maharashtra boosts its AVGC sector with incentives like subsidies and favorable policies under its new policy introduced in 2023 to drive growth in the sector.

Similarly, Telangana’s dedicated IMAGE Policy supports startups with initiatives like the IMAGE CoE and the upcoming IMAGE Tower, aiming to establish itself as a hub for AVGC-XR enterprises.

Kerala’s new AVGC-XR policy targets the creation of 50,000 jobs, 250 companies, and 10,000 skilled professionals by 2029. The policy also aspires to make Kerala a key player, contributing 15% of India’s AVGC content.

Other states, including Goa and West Bengal, are set to introduce or revise their policies, positioning India’s AVGC-XR sector for substantial growth.

Types of Formats Eligible/ Live Shoots:

  • Feature Films: Minimum duration of 72 minutes.
  • Commercial TV Shows/Series: Standalone programs or series with a minimum duration of 30 minutes.
  • Web Shows/Series/Animation Series.
  • Documentaries: Minimum duration of 30 minutes.

Not Eligible:

  • News/current affairs
  • Sports/public events
  • Quiz/reality shows
  • Music videos, talk shows, lifestyle programs
  • Advertisements, corporate films, fundraising films

Permitting Authorities:

  • Ministry of Information and Broadcasting: For feature films, TV shows, web series,
  • Ministry of External Affairs: For documentaries.
