India has rolled out the red carpet for Producers and filmmakers with a series of enticing incentives aimed at boosting collaboration and creativity. These incentives offer substantial financial benefits, making India an attractive destination for shooting, international film co-production, animation, post-production, and visual effects
Here’s complete guide to India’s lucrative filming incentives to delegates at IFFI and Film Bazaar 2024. India’s vast landscapes, rich culture, and burgeoning film infrastructure have long attracted international productions, but it is the recent surge in filming incentives that is redefining India’s position as a global filmmaking hub. With targeted initiatives to support live shoots, co-productions, and animation and visual effects (AVGC) services, India is opening its doors wider than ever to filmmakers from across the world.
Sanjay Jaju, Secretary, Ministry of Information and Broadcasting, emphasizes, “India’s filmmaking incentives are designed to provide a business-friendly environment that supports creativity and innovation. We want filmmakers to not only bring their projects to India but to also experience the unique opportunities our country offers.”
India’s Incentives for Filming
India Cine Hub (formerly FFO), under the Ministry of Information and Broadcasting, serves as the cornerstone for India’s filming incentives. With an aim to streamline the production process and make India an attractive destination for international filmmakers, the ICH administers a range of incentives that cater to every aspect of the filmmaking journey—from pre-production to post-production.

Key Highlights of the Incentives:
Financial Reimbursement: International filmmakers can claim up to 40% of the qualifying production expenditure incurred in India, capped at INR 300 million (approximately USD 3.6 million). This substantial reimbursement significantly reduces production costs, making India a financially viable option. This also includes bonuses of 5% each for employing 15% or more Indian labour and for integrating Significant Indian Content (SIC) .
Co-Production Incentives: India’s co-production agreements, open up further avenues for collaboration. Through the International Co-Production Scheme, projects can receive a 30% reimbursement on Indian qualifying expenditures.
State-Level Incentives: Besides the central government incentives, various states offer their own packages, including tax exemptions, cash rebates, and subsidies on equipment hire. States like Maharashtra, Uttar Pradesh, Madhya Pradesh, Kerala, and Telangana have been proactive in rolling out these incentives, encouraging more international projects to shoot in their diverse locales.
Post-Production Services: India is not just a prime destination for live shoots but also for post-production services, including animation and visual effects. The revamped incentives cover a broad range of AVGC services, providing an ideal setting for filmmakers to complete their projects with world-class quality at competitive costs.
Co-Production: A Pathway to Collaboration
India’s commitment to fostering international co-productions has garnered attention, particularly in North America. The ICH has already received applications, highlighting a growing interest in collaborative ventures. Presently, India has co-production agreements with countries like Australia, Bangladesh, Brazil, Canada, China, France, Germany, Italy, Israel, Republic of Korea, New Zealand, Poland, Spain, Russia, United Kingdom and Portugal.
The Co-production agreement, ensures mutual benefits such as shared resources, access to each other’s markets, and joint funding opportunities. This collaboration not only reduces financial risks but also enhances the storytelling scope by combining diverse cultural narratives.
According to Prithul Kumar, Joint Secretary, Ministry of Information and Broadcasting and Managing Director, NFDC “India is creating an ecosystem where international and Indian filmmakers can collaborate seamlessly. Co-production agreements allow projects to tap into the best of both worlds, bringing together expertise, talent, and resources to create compelling cinematic experiences.”

Animation and VFX Services: India’s Emerging Strength
India is rapidly becoming a global leader in Animation, Visual Effects, Gaming, and Comics (AVGC) services.
India’s animation and VFX sector boasts highly skilled professionals, cutting-edge technology, and cost-effectiveness, making it an attractive destination for post-production work. From concept development to high-end VFX, Indian studios have delivered quality that matches international standards at a fraction of the cost.
“Our vision is to position India as the go-to destination for global filmmakers. With our extensive incentive schemes, state-of-the-art AVGC facilities, and streamlined processes, we are poised to transform India into a global hub for cinematic excellence,” says Prithul Kumar.
India’s AVGC-XR sector is rapidly expanding, with state and Union governments introducing targeted policies and incentives to foster growth. Karnataka has approved its AVCG-XR Policy 3.0 (2024-2029), aimed at transforming the sector through innovation, employment generation, and export growth.
Maharashtra boosts its AVGC sector with incentives like subsidies and favorable policies under its new policy introduced in 2023 to drive growth in the sector.
Similarly, Telangana’s dedicated IMAGE Policy supports startups with initiatives like the IMAGE CoE and the upcoming IMAGE Tower, aiming to establish itself as a hub for AVGC-XR enterprises.
Kerala’s new AVGC-XR policy targets the creation of 50,000 jobs, 250 companies, and 10,000 skilled professionals by 2029. The policy also aspires to make Kerala a key player, contributing 15% of India’s AVGC content.
Other states, including Goa and West Bengal, are set to introduce or revise their policies, positioning India’s AVGC-XR sector for substantial growth.
