The recently launched Jammu and Kashmir Film Policy 2024 marks a significant milestone for the region’s film industry, granting it official industry status and introducing a plethora of incentives and benefits aimed at fostering a thriving cinematic ecosystem. This ambitious policy reflects the government’s commitment to positioning Jammu and Kashmir as a premier destination for filmmakers from around the world.
Substantial Financial Backing
Central to the policy is a substantial financial commitment, with the government earmarking a significant corpus of 500 crores over the next five years. This translates to an annual allocation of 100 crores dedicated solely to supporting filmmaking activities in Jammu and Kashmir. This financial backing is designed to attract filmmakers by offsetting production costs and providing the necessary resources to ensure high-quality film productions.
Comprehensive Incentives
The policy extends all the incentives available to other industries, including crucial tax exemptions and refunds under the Goods and Services Tax (GST), to filmmaking activities. This makes Jammu and Kashmir an economically attractive option for filmmakers. The streamlined process involves a single point of contact, with an online application system ensuring efficient coordination with multiple departments, all handled by the Department of Information.
Streamlined Permissions and Support
To facilitate a smooth filmmaking experience, dedicated nodal officers are appointed at both the Union Territory and district levels. These officers are responsible for handling permissions, coordination, and security-related aspects, ensuring filmmakers can focus on their creative work without bureaucratic hindrances. Under the J&K Public Service Guarantee Act, filmmaking permissions are guaranteed within 30 days, though the actual processing time is often much shorter, providing a quick turnaround for production approvals.
Incentives and Subsidies
A key requirement for eligibility under the policy is that filmmakers must shoot for a minimum of 20 days in Jammu and Kashmir. The incentives include a substantial subsidy of up to 1.5 crores, which is linked to the number of shooting days and the overall cost of production. Importantly, the policy is inclusive, with no discrimination based on language, genre, or region, ensuring that filmmakers from diverse backgrounds can benefit equally.
Additionally, award-winning films receive an extra 25% subsidy on top of the existing incentives if they secure a national or international award. This provision aims to encourage high-quality productions that achieve critical acclaim and further promote Jammu and Kashmir as a filmmaking hub.
