The Central Board of Film Certification has cleared nearly 72,000 films for public exhibition over the past five years, while reiterating its commitment to protecting creative freedom.
CBFC role and mandate
The Central Board of Film Certification (CBFC), a statutory body under the Ministry of Information and Broadcasting, certifies films for public exhibition under the Cinematograph Act, 1952, the Cinematograph Certification Rules, 2024, and related guidelines. The Board’s mandate covers all films meant for theatrical release and other public screenings in India.
Cuts only under statutory limits
According to the framework, cuts or modifications are recommended only when content violates statutory parameters related to the sovereignty and integrity of India, security of the State, public order, decency or morality, defamation, contempt of court or incitement to an offence. This approach is intended to balance constitutional freedoms with reasonable restrictions laid down in law.
Nearly 72,000 films certified
Between 2020–21 and 2024–25, the CBFC certified a total of 71,963 films across categories. This volume reflects both the scale of India’s film ecosystem and the Board’s central role in enabling theatrical and public exhibition within a regulated framework.
Appeal mechanism through courts
The Cinematograph Act provides filmmakers the right to appeal CBFC orders before the jurisdictional High Court. Such appeals are adjudicated through judicial proceedings, and the Board’s decisions are subject to the outcome of these court orders, ensuring an additional layer of oversight and redressal.
Government reiterates creative freedom
The Government and the CBFC have emphasized that they remain committed to protecting creative freedom while discharging statutory obligations under the Cinematograph Act. Minister of State for Information and Broadcasting Dr. L. Murugan conveyed this position in the Rajya Sabha in response to questions raised by Dr. John Brittas.
